Stored value cards provide a way to make financial transactions. Stored value cards use magnetic stripe technology to store information about funds that have been prepaid to the card. Payroll cards, government benefit cards, prepaid debit cards, gift cards, and telephone cards are examples of stored value cards. There are two main categories of stored value cards in the marketplace. The first prepaid cards made available to the marketplace were single-purpose or ‘closed-loop’ cards. Gift cards, which can only be used to purchase goods at particular retailers, and prepaid telephone cards, which can only be used to make telephone calls, are examples of single-purpose cards. The second type of card to emerge was a multipurpose or ‘open-loop’ card, which can be used to make debit transactions at a wide variety of retail locations, as well as for other purposes, such as receiving direct deposits and withdrawing cash from ATMs. Some multipurpose cards are branded by Visa or MasterCard and can be used wherever those brands are accepted.
Consumers obtain stored value cards in a variety of ways. They may obtain a payroll card from an employer, an electronic benefit card from a government agency, or a gift card from a retail store. Typically, a consumer would apply for a general spending multipurpose card by telephone or online, although these cards may be increasingly offered at check-cashing outlets, money transfer company locations, and retail stores.

Reloadable multipurpose cards are often viewed as alternatives to checking accounts. Among stored value cards, reloadable multipurpose cards most closely resemble traditional deposit account debit cards in functionality and are thus most likely to meet the needs of the unbanked or underbanked. Consumers not only can use these cards to make payments to a wide variety of merchants and service providers but also can reload them with additional funds. The ways in which cards can be reloaded vary but may include direct deposit, money wire transfer, money order, or cash presentment at designated retail locations such as convenience stores.

Reloadable multipurpose cards are offered by a variety of firms and have an assortment of features. Some cards are both issued and distributed by banks, while others are issued by banks but distributed to customers by nonbank firms. Nonbank firms may also play roles in processing card transactions. Some cards are Visa- or MasterCard-branded, allowing them to be used wherever these bank association cards are accepted.
Cards may offer any or all of the following functions: direct deposits of payroll checks, withdrawals of cash at ATMs, payments for retail purchases, bill payments, and money transfers. Some cards require the cardholder to enter a PIN (personal identification number) at the point of sale, whereas others require the cardholder’s signature. Credit-building features, in which accounts in good standing are reported to one of the credit bureaus, are offered by a few card issuers, although the degree to which such features actually influence a customer’s credit score is still unclear. There is some preliminary discussion among industry representatives about the feasibility of adding overdraft protection or payday advance features; for example, cardholders would pay a fee to receive a loan advance from their next payroll deposit. Here, again, the net benefit to cardholders is unclear.

Consumers need to be aware of how these cards work and the fees they will incur. Given the wide range and complexity of card types and features, consumers must weigh the benefits of these features against the additional costs incurred. That way, a thief who steals your card cannot learn your PIN even with a magnetic card reader.
Because your PIN is so critical to the security of your card, it is important that you protect it. Be sure that nobody is looking over your shoulder when you enter your PIN. Even if you aren't aware of anyone watching you, it is still a good idea to shield the keys of the ATM with your other hand when you enter your PIN.
8. How is Sovereign Debit Card better than cash?

1. Sovereign Debit Card is more secure than cash. If cash is lost or stolen it is likely gone forever. If your Sovereign Debit Card is lost or stolen, it can be replaced. No one can get at your money unless they also have your PIN. (We recommend that you do not write down your PIN or, if you do write it down, never keep it in the same place as your card.)
2. A Sovereign Debit Card is a global cash and debit card. When you use cash, you usually have to exchange your money for local currency when you travel out of the country, which can be a costly and time-consuming inconvenience. With Sovereign Debit Card, you can use your card at any worldwide ATM. All cash withdrawals are automatically in the local currency.
3. You can safely send a Sovereign Debit Card in the mail. The post office and courier companies tell you not to use their services to send cash. In the past, if you wanted to send money to friends or relatives across the country or overseas the only alternative was expensive wire services and payment companies like Western Union. Now, you can easily send a Sovereign Debit Card to them in the mail. It is secure because no one can access the cash on the card unless they also have the PIN. 18. Is my money protected if my card is lost or stolen?
Yes. Nobody can get at your money without your PIN. If your card is lost or stolen, it can be replaced once we verify that you are the authorized cardholder.19. If I give a Sovereign Debit Card as a gift, can the recipient replace the card if it is lost or stolen card or do I have to do that?
Yes. The cardholder is a known account holder because the card is in their name. Cardholders can simply contact Sovereign Debit Card directly and we'll replace the card as soon as possible.20. What happens if I forget my Personal Identification Number (PIN)?
If you have lost or forgotten your PIN number you cannot get a new one or reset the PIN in any way. If you have made 3 or more attempts at an ATM the system will automatically lock your card and disable use for 24 hours.
You can go back to any ATM after the 24 hour lock down period and try again. If you have in fact forgotten or lost your PIN number you must replace your card.
21. Are there any transaction fees?
Yes, but depending on the purpose of the card, the issuer may decide to absorb that cost as part of its service. Guia de Apertura de una Cuenta Bancaria en España

Independientemente de tu nacionalidad, debes acreditar tu situación de residente o no residente para poder abrir una cuenta en un banco de España.

Si tienes tu residencia y tienes la tarjeta que lo acredita (NIE), sólo tienes que presentarla en el banco en el momento de la apertura.

Si no tienes la tarjeta de residencia hay dos opciones:

La primera consiste en presentarte con tu pasaporte (original y fotocopia) en la Dirección General de la Policía y solicitar un "certificado de no residencia". Con el pasaporte y este certificado te puedes dirigir a cualquier banco para abrir una cuenta, que será operativa desde ese mismo momento, teniendo inmediatamente disponibles los fondos depositados en ella.

La segunda opción consiste en dirigirte directamente al banco, con tu pasaporte, y solicitar la apertura de cuenta. En este caso es el propio banco el que solicita el certificado de no residencia con la autorización que habrás firmado en ese momento.

Sólo puedes proceder a la apertura de la cuenta mediante la presentación del pasaporte.

Los bancos cobran comisiones por la realización de ciertas operaciones, así como por los trámites de apertura y de mantenimiento de la cuenta. Conviene por tanto comparar las condiciones de diferentes entidades bancarias antes de escoger su banco.

Independientemente de tu nacionalidad, debes acreditar tu situación de residente o no residente para poder abrir una cuenta en un banco en España.

Si ya has formalizado tu residencia y tienes la tarjeta que lo acredita, sólo tienes que presentarla en el banco en el momento de la apertura.

Si eres "no residente" suele haber dos opciones:

a) La primera consiste en presentarte con tu pasaporte (y una fotocopia también) en la Dirección General de la Policía (en Madrid está en la calle General Pardiñas , núm. 90) y solicitar un "certificado de no residencia". Diez días más tarde (aproximadamente) tendrás que volver allí para recogerlo.

Con el pasaporte y este certificado te puedes dirigir a cualquier banco para abrir una cuenta, que será operativa desde ese mismo momento, teniendo inmediatamente disponibles los fondos depositados en ella.

O interesse nas sociedades offshores

Um paraíso fiscal é uma zona em certos países que confere privilégios tributários (isenção ou redução de impostos) a empresas offshore aí constituídas e sedeadas.

As empresas offshore em paraísos fiscais, normalmente não podem desenvolver a sua actividade económica nem deter activos tangíveis (móveis ou imóveis) na jurisdição onde se encontram sedeadas.

O interesse nas sociedades offshores
Um sociedade offshore, enquanto veiculo de redução da carga tributária, tem sido alvo de interesse dos empresários e empresas, no entanto, as offshores são muito procuradas também com questões ligadas a legislação civil sucessória e outras questões judiciais, uma vez que:

As decisões judiciais de tribunais internacionais não são reconhecidos em jurisdições offshore (ex: acções provenientes de casamentos ou divórcios);
Tem uma estrutura menos burocrática e com menos custos, uma vez que, normalmente, não exige apresentação de relatório e contas no fim de cada exercício;
Normalmente não exige capitais mínimos para a sua constituição;
É possível manter o anonimato total do detentor e proprietário de uma sociedade.
Offshores e a fraude
É feita uma grande associação das offshores e, principalmente, dos paraísos fiscais, a fraudes e grandes escândalos financeiros. No entanto, não é por isso que estas sociedades são ilícitas, uma vez que são constituídas de forma licita e legal.

Alias, as offshores, cumprem um papel importante no equilíbrio económico e financeiro e na protecção económica dos empresários e investidores, uma vez que, entre outras coisas, permitem uma melhor alocação de recursos; quer por parte do empresário/investidor, quer por parte da região/país que opta por um regime fiscal mais favorável no sentido de captar riqueza.

Alguma das principais razões da procura de sociedades offshore são:

Isenções fiscais ou impostos reduzidos sobre os rendimentos;
Menor burocracia com a inerente economia de custos administrativos;
Impermeabilidade do sigilo e privacidade dos negócios e dos sócios da offshore;
Acesso a determinados produtos financeiros e eventualmente a juros mais favoraveis.
A ideia da criação de offshores, que data aproximadamente aos anos 70, veio no sentido de determinados centros económicos desenvolverem determinadas matrizes económico e financeiras, assentes em politicas que permitissem atrair o comercio e investimento internacional, minimizando obrigações e reduzindo ou eliminado outras limitações em operações de negocio.

No entanto, rapidamente, as offshores deixaram de servir apenas esse propósito e os fins lícitos para os quais foram criadas e passaram a ser também utilizadas como veículos excepcionalmente eficientes para o branqueamento de capitais e evasão fiscal. A desobrigação a determinados procedimentos que estavam sujeitas e, principalmente, graças a sua opacidade, as offshores em paraísos fiscais, passaram a ser uma máquina de incumprimento dos movimentos de capitais.

Criação de conta em offshore

Viajar até às ilhas Caiman ou Bahamas com dinheiro numa mala para fazer um depósito numa conta offshore, é uma imagem digna de qualquer filme de acção e suspense de Hollywood. Mas a verdade é que o processo é bastante mais simples, e nem sequer precisa de sair do país.

Criar uma conta offshore implica um procedimento em tudo semelhante ao aplicável à abertura de uma conta bancária junto de um banco nacional (como seja, por exemplo, o fornecimento de dados pessoais, informação sobre a origem dos fundos, etc).

E como é tributada? As pessoas singulares residentes para efeitos fiscais em Portugal estão sujeitas ao princípio da tributação universal, ou seja, têm de declarar anualmente a totalidade dos seus rendimentos onde quer que os obtenham. Para este efeito, e no que diz respeito aos rendimentos de capitais decorrentes da dita conta offshore (juros por regra), estes são tributados em IRS à taxa final de 21,5% excepto quando o titular opte pelo respectivo englobamento, caso em que os rendimentos estarão sujeitos às taxas progressivas do IRS até 46,5% (acrescida em 2011 de uma sobretaxa de 3,5%).

E quais as motivações para abrir uma conta no exterior? As pessoas tendem a abrir as contas, seja nos paraísos fiscais ditos clássicos seja em países mais “respeitáveis” como a maioria dos países europeus, pela diversificação do risco (risco país por exemplo); protecção patrimonial; ou questões familiares.

A escolha da jurisdição varia bastante, sendo na maior parte dos casos determinada não tanto por motivos fiscais, mas mais por sugestão do banco escolhido (por exemplo, a oferta de produtos bancários atractivos onde obviamente a componente fiscal foi tida em conta pela própria instituição bancária), ou por questões de confiança na solidez de uma instituição ou país.
